"-l" option is invalid in "nettrans"

It seems that "-l" option in "nettrans" doesn't work for Spectre.

For example, try following Spectre's netlist
  parameters  re=450
  parameters  rc=1k
  parameters  flo=1G

If I use "-pl spectre -g -n -pp" in "nettrans",
translated result is:
  ; Translated with ADS Netlist Translator (*) 230.300 Apr  6 2003
  ;parameters  re=450
  rc=1k
  flo=1G

I can get expected result
since "Processing first line as comment" in this case .

But if I use "-pl spectre -g -n -pp -l" in "nettrans",
translated result is:
  ; Translated with ADS Netlist Translator (*) 230.300 Apr  6 2003
  rc=1k
  flo=1G

This is not my expectation.
In this case, since I set "-l" optionm, so "Processing first line as data".

Why "-l" option can't work in Spectre ?
And "-n" option is always active without setting "-n" in Spectre mode.

[Note] In Hspice mode, "-l" option works correctly.
Also we can disable "-n" in Hspice mode.
