I want to use the ADS component 'Balun4Port' inside my HB simulation in RFDE. It seems not to be supported in RFDE because adssim -h does not list the component. How can I use the 'Balun4Port' component inside RFDE? Can I use the FDD? If yes, could you please help me with this FDD because I am not familiar with the usage of the FDD.

Yes, This is a component that is from the Passive System Components from the adsLib and it is not supported in RFDE but it is available via the Dynamic Link.

RFDE supports FDD and SDD devices; however, there aren't any library components that would generate them. You have to make up your own component that will either netlist as an appropriate SDD. Or you need to include a model file that contains the SDD/FDD you wish to use.
Here is an example of how to do this:
You can do a sort of-like netlist include in RFDE, in which the netlist contains a subcircuit of the FDD or SDD, then you will need to include it as a model file in RFDE via the ADE. ;)
Also, you can use the polynomial dependent sources in analogLib to do this.
