Layout ground via holes

I am designing a microwave filter based on interdigital topology at 10GHz. the software automatically generated the layout with grounds with 75mil bottom layer. They can not be deleted. I have questions related to this:

-Is this just a remark from synthesis tool for the user for replacing the via ground? What I mean is that the program mark that area, so that the user should put a via hole inside that specific area. Can you verify me or give an explaination, if it is possible?

-I am using the Rogers RO4003 1oz ED 20 mil substrate for my design. When the layout was generated by the program, it did not put the bottom metal layer underneath the whole pcb area. Does the schematic from the MFILTER synthesis consider that there is no bottom metal underneath the whole pcb area? I do not have the EMPOWER option in my software, so I do not check if there should be the bottom metal everywhere or not.
