my PSA E4440A (binary) State File(*.STA) can no longer be loaded into the PSA (neither via ftp nor with floppy) after we have upgraded to a new firmware release.
How can the state file information be recovered?
How can we avoid such a situation in the future?

For the PSA, state files can only be recalled when using the firmware version that they were stored with. For minor firmware revisions, sometimes the state file can be loaded in a newer version of firmware; however, this is not guaranteed. PSA state files are basically a dump of istate values, and if ever a new istate is added for a new firmware release, then the state file can not be loaded in newer firmware.
