I am running an 8565EC spectrum analyzer and the reported power is ~ 40 dB below actual power in band from ~ 2 GHz to ~ 26 GHz. The reported frequency is accurate overall and the reported power in other bands is accurate. Any idea what might be causing this?

This could be caused by a wide variety of different things. However, the first thing that I would check is the preselector centering, as it could be that it is just mistuned. You can do this by using the PRESEL AUTO PEAK function under the AMPLITUDE menu. To do this you will need to put in a signal, put the marker on it, activate the function. If the level comes up to where you expect it to be then the problem is the preselector tuning data. What you can do is peak the preselector in this same manner in a few places across the band and then use the SAVE PRSEL PK function under the SAVE menu. This won't change the adjustment data but should help.
If the PRESEL AUTO PEAK doesn't help then you will need to dig further...
