Question about LTE_UL_CAZAC

From the LTE specification (3GPP TS 36.211 V8.8.0), I'd expect the LTE_UL_CAZAC block to have a parameter related to the "resource index for PUCCH formats" as that block (reference signal generation) depends on it (e.g. M_RS_sc depends on m and if you look at the equations for m at page 21, you'll notice a "resource index for PUCCH formats").

Since there isn't any and I don't see anything from which it could be derived (or at least it's not obvious to me), did Agilent simply assumed a "standard" scalar value e.g. 11 ?

Perhaps i'm misunderstanding the role or possible values for the "resource indexes for PUCCH formats", if so, i'm be very happy if someone could point me in the right direction.
