EMPRO was officially released back in early 2009 I believe. However, prior to EMPRO there was EMDS (FEM engine) and that was released back in 2006. I've seen some posts on EMDS in the ADS forums. Agilent really did not upgrade EMDS after 2006 but came out with a product called AMDS in 2007 which contained an FDTD engine. Agilent offered both EMDS and AMDS until they officially released EMPRO2008 back in Feb 2009. This early version of EMPRO took the place of AMDS and only offered an FDTD option. So Agilent kept EMDS around for a short time to still satisfy customers who wanted an FEM solution. It wasn't until the official release of EMPRO2009 where Agilent discontinued EMDS as this new version contained both FEM and an FDTD solutions together.
As you can see, it took Agilent a little time to design a more complete version of the EMPRO you know today.

Hope this helps,
