Is there a component for a multilayer tline step? I am changing linewidths frequently in my schematic, but cannot find the proper Step component to use.

You seem to be correct in your findings. Can't find any step model for the multi-layer library.
I have submitted an enhancement request for that, Simulation.10397.
Create your own step model using Model Composer:
Open a layout window
Setup your substrate in
Momentum > Substrate > Create Modify
(See Momentum manual for more info)
Save the substrate
Momentum > Substrate > Save As
Open a schematic window
Start Model Composer,
Tools > Model Composer > Create/Modify Library
Enter the name of your "library" on the first screen
On the second screen, browse and locate your Momentum substrate that you saved earlier
Set frequency and line width limits on the third page
Select the "step" model in the list of components on the fourth page
Names/prefixes on page 5
Setup the ranges for W1 and W2 on page 6. Be conservative since the wider ranges you specify yields in longer simulation times. If possible, use discrete list of values instead of a continous range to speed up the simulations. Start with something small and see how long time the simulations take and then increase the complexity.
Save the library and then start the model generation
