is there a different migration software that will migrate testplan in batches?

the short answer is not really - but if you are using multiple version structure and not using the : UX delimitor seperator then there is no testplan migration needed.
the main difference to 07.x software is that to use the new debug feature , the software uses the testorder path structure and not using the paths from the testplan, therefore the testplan needs to be in the format of multiple version where the paths to directories are not defined, but handled by testorder.
it also depends on how much customisation you have in the testplans , are you only wanting to be able to use the new debug interface?
