Loopback GPIB programming

I have a C-based DLL that communicates with Agilent VNAs (including the PNA, with SICL) through GPIB.  When this application is loaded on the PNA, can the application communicate with the PNA?

I suppose communication between my application and the PNA application would be similar to loopback communications.  BTW:  I'm using NI-GPIB.

My preference would be not to use COM and the like, I'm seeking the solution that requires the least amount of re-programming on my part.  Is there a way to simply translate the GPIB (SICL) calls to TCP/IP loopback calls?

Clarification:  I suppose what I want to do is port from a remote PC using GPIB to the PNA itself.
