We just bought a couple of 86100A mainframes at auction, and we're trying to fire them up. The irritation is that virtually none of the front panel controls do anything at all. Not even the local button. The touch screen works just fine, but (virtually) none of the front panel buttons do anything. How do we regain control of the front panel controls?
note that both of the scopes are behaving identically.

We don't have those disks. And it seems a bit curious that both mainframes would exhibit the exact same behavior if it were some sort of driver corruption issue.
I'm wondering if these mainframes were controlled remotely at one point. Is there a mechanism by which a prior user could have controlled them remotely and failed to relinquish that control such that most of the front panel controls are disabled? Controls like the horizontal offset and scale work, but the buttons you use to display or disable channels don't. And you can't turn on the markers from the front panel, but you can move them from the front panel knobs.

Also, is there some diagnostic test we could perform to verify this is the problem? As much fun as it might be to replace things and hope for the best, all things being equal I'd prefer an approach with a more certain likelihood of success.
thanks
For a test, run the Front Panel check (discussed on page 67 of the electronic version or 3-15 of the printed version of the Service Guide).

You can get conductive stuff designed to repair keypads on remote controls - Circuitworks CW2605 - this might be a way to fix it.
Oh, that's cruel. To run the front panel check, you need to press the local button 5 times. Except the local button is one of the buttons that is not responding. So we can't run the check because we can't access the service mode. Catch-22.
