I need to measure the rise time and delay of the below signal.
"PDM data output ranging from 300kHz and 5 MHz from ASIC. Data rise and fall time range from 23nS to 80nS."
I know that MSOX4054A is sufficient for this Please correct me if I am wrong.
"But accuracy measurements of delay and rise and fall should be in the order of <= 500pS."
I am confused about this accuracy spec. May I know how I can decide whether MSOX4054A can measure with the given accuracy.

Did you read the datasheet?
Delta time accuracy is listed as: ± 0.001% of reading ± 0.16% screen width ± 30pS
You don't say what the delay is, but for rise and fall time measurements, you could calculate this. Let's assume that the screen width is 100ns (wide enough to see an 80 nsec rise time).
± (0.001% of 80nsec) ± (0.16% of 100nsec) ± 30pS
± 0.8pS ± 160pS ± 30 pS
rounding is ± 191pS
You should check this, since I did it in my head.
