RF Power and sweep ON/OFF method

What is the recommended SCPI sequence to turn the RF power off & to stop the PNA from sweeping? (I won't use the word "hold" because I have found that to be unpredictable with respect to the subsequent port power output - see below.)

If you stop sweeping first, executing a power OFF from the Power... menu (just trying this manually first) does not actually turn the power off, according to my power meter. That was a surprise.

If you power off first and then stop sweeping, you get a meaningless trace of data during the power off until you stop the sweeping, but at least the power does go off.

And with the power on, stopping the sweep with a "hold" gives unpredictable amounts of power output. I have seen it range from staying at full power to -40 dB less (not off).

So, to summarize I'm looking for the recommended way to stop the analyzer from sweeping, ideally keeping a valid data sweep displayed, and turn the RF off (in some sequence).
