Keysight has several resources to help you make the best spurious emission measurements. For an introduction, check out this video series on RF power measurements. The second video of that series addresses SEM specifically and draws information from this application note. You'll find that the free, included application PowerSuite makes SEM measurement simple with a pass/fail limit line tool which can be set to reflect specific transmitter standards.
You can switch to SEM mode on your N9030 instrument by pressing the MODE/MEAS key, selecting SPECTRUM ANALYZER in the mode section and SEM in the measurement column. If you need to measure to a standard, you can select that in the MEAS SETUP menu under MEAS STANDARD.
