I have a problem in optimizing the layout design to the specified goal requirement. Can anybody provide the process of Momentum Layout optimization for ADS 2014 version?
You need to assign parameters to the lookalike component and then you can optimize them by running an EM Cosimulation from the schematic. If there is not sufficient info in the documentation, please contact your local Keysight EEsof Technical Support center.
Is it possible to optimize a circuit in momentum using the EMCosim feature? I would like to optimize a microstrip filter using this tool; However, it is not clear that the variables I am optimizing on are pushed through to the layout, then regenerating the layout when I optimize on the next iteration.

FIRST, in the layout cell, go to File > Customize PCell and change from "Use this layout" to the correct scalable layout type. If your layout is built from ADS models, use "Parameterized sub network Pcell". Test that your layout scales properly by inserting a subcircuit instance into another layer, and modify parameters.
SECOND, in emSetup > Cosimulation you need to configure what parameters are passed.
