measuring antenna driving point impedance

I have a printed circuit dipole-like antenna attached to the end of an 8" long .047 flexible coax with a U.FL connector (typical COTS antenna for cellular applications). My antenna is de-tuned by packaging & I need to re-tune by adding an appropriate matching network at the feed point. Is the correct procees to determin the driving point impedance to:
1)perfrom a port cal
2)short the cable at the feed point
3)add electrical delay to move the cal reference plane until the Smith chart measured response indicates a short for the response
4)re-attach the coax center conductor to the antenna & measure the antenna response

Should I make up a short, open, & load using this coax for custom cal standards?
