Win7 64bit, PNAProxy and VS2010

I'm running Windows 7 64bit Enterprise and Visual Studio 2010 Ultimate. My intent is to develop code for a PNA 8364C.

1) I've installed an older version of PNA Proxy on the PC. I don't have access to the newest version as our PNA's are all in closed areas and Agilent (oddly) doesn't seem to make it available on line
2) PNAProxy runs without error and fca.tlb becomes available as a reference in Visual Studio but 835x does not. If I browse to it, I get an error to the effect that the file could not be added and to check that the file is accessible and a valid assembly or COM. 

I'm not sure where to go from here. Any help (and a new PNAProxy) would be appreciated.

Also, I've tried downloading the latest firmware in the hopes of unpacking it to recover a more current PNAProxy but our firewall stops the transfer claiming that it detected a Trojan. Doubt there's a problem except that our security software is overzealous but...
