Electrical Delay Cancellation

How could I cancel the electrical delay of a cable? I refered to the Agilent 4396B Network/Spectrum/Impedance Analyzer Function Reference page 5-8 manual and it was stated that if a cable with unknown electrical delay, then we can try to use the procedure at "If the electrical delay of the extended cable is unknown" to cancel off the electrical delay.
One of the step required is to place the marker at the slope at 0 degree as shown in the figure below (as pointer by the marker).
Why do we need to put the marker at zero degree of the slope? Is it that by performing this procedure, the electrical delay cancellation will apply for the whole frequency range that we have set from the start to the stop frequency?
