Measuring channel magnitude and phase response

I would like to measure the magnitude and phase of a channel starting at the transmitter's IF (center frequency of 150 MHz) through to the receiver's IF (center frequency of 450 MHz).  I used frequency offset mode (on an E5071B network analyzer) and had no problems getting the magnitude response, but the phase response looks like garbage.  I even locked all the oscillators in the system, channel and instrumentation to a common 10 MHz reference.  In some cases I cannot possibly lock all oscillators (such as when there is a frequency translation occurring in a satellite).

Can anyone instruct me on how to perform such a measurement?
