Measuring return loss or SWR of power sensor

I am testing reflection on the 8480 series power sensors using an 8510C system.
for the A, H & B models I run my source power @ 0 dBm and for the D models -30 dBm.
I figure I should hit them with a signal that is in the operating range of the sensor. 
I realize using the lower level may result in less dynamic range with the network analyzer, but so far it seems to work.

What would be considered best practice, I know the 0 dBm level shouldn't damage the D models but it does make a difference in readings if I do.
