I used to turn on both LF and RF at the same time using R&S Signal Gen. How about Keysight E4438?
RF is actuated by using the RF On/Off button on the front panel.
LF is actuated by using the Mod On/Off button on the front panel.

I need to turn on both RF and LF at the same time.
The purpose of this setting is I need to measure the response time of my circuit achieved desired output power with <RF in> and using <LF> pulse as a trigger to run scope. The response time might not accurate if RF turn on first before LF or vise versa.
After following up on this request I found that there is no way to do this through the front panel.
The best way to accomplish what you want is by using Command Expert. Download and install Keysight IO Libraries if you haven't done so already: IO Libraries Suite | Keysight (formerly Agilent’s Electronic Measurement)
Open Connection Expert, and connect to your instrument using the "+Add" button (you will need to physically connect your instrument to your computer, the best way is via LAN cable). Once you have added your instrument and connected to it, open up Command Expert by clicking on the button that looks like this:
Connect to your instrument in Command Expert (it should be already set up to connect) and then add the command [:SOURce]:LFOutput:STATe ON and :OUTPut[:STATe] ON. The commands will run as close to simultaneously as possible.
