Phase equal cables - measuring delay

One way to build phase matched cables is this.  Cut a group of cables at the same physical length and install a connector on one end.   Measure the delay of the pigtailed cables.  Find the cable with the shortest electrical length and determine the excess physical length of the other cables.  Terminate the other end of the cables and verify.

My question is this:  Is a Network Analyzer with a Time Domain option required to measure delay accurately?  If pertinent, I am dealing with frequencies below 6 GHz.
