Initially asked in the Generators forum, but probably is more sensible to ask the question here.
We are considering a second hand unit which includes "E4438C-406 Signal Studio for Bluetooth®, Fixed Perpetual License" installed (listed in the unit "options" panel).
The question is how we can use this license without incurring in extra cost? My understanding on Signal Studio is a separated license is required, or does it recognize the license from the connected E4438C and enables the 406 functionality based on that?
Most Signal Studio Applications do not need a license to use. They typically output an IQ waveform file that the instrument plays. The IQ waveform file contains a header with the required license in it. If the hardware has the required license the waveform will play. If the instrument does not have the required license you will get an error and the waveform will not play.
The N7606B Signal Studio for Bluetooth release notes imply that the E4438C option 406 is still supported.

You can download the application from here. If you have access to the E4438C you could try downloading a waveform to it and see if it plays.

The E4438C will have one of the following options 001, 002, 601, 602. This is the Baseband IQ generator.
001 - 8 MSamples of IQ memory
002 - 32 MSamples of IQ memory
601 - 8 MSamples of IQ memory
602 - 64 MSamples of IQ memory
Hope this helps
