Can recommend the best procedure in doing this test? This is new to me any feedback will be very helpful. Also, I am working with two Keysight equipment (PSA and N8974A). Which one is recommended for the test.
Noise figure refers to the degradation of signal to noise ratio. Noise figure is not measured in terms of a pulsed measurement, the measurement would not change when looking at a rising edge or falling edge.

There is an X-Application that is used with any X-Series Signal Analyzer that can measure noise figure: N9069A Noise Figure Measurement Application | Keysight (formerly Agilent’s Electronic Measurement)
The Noise Figure Analyzer (N8974A) could also work, however it will be discontinued December, 2017:
