"thru" has electrical delay 6 ns

I am using a 8753C to test some SAW filters which I fabricated them myself. However, measurements of S21 of every filter show the peak at the same frequency. And they are not the predicted frequencies. So I measured the electrical delay of SAW filters and results show a delay of only 6.7 ns. This is way too small for SAW filters. So then I used one apc-7 cable to connect the 2 ports of the test set and measure the electrical delay. It showed that the delay is 6 ns. And time domain measurement also showed that the only peak came after 6 ns.
Does it make sense, for a "thru" has delay as 6 ns? Shouldn't it come at zero time?
And any ideas why those SAW has peaks at the same frequencies?
