Yes, they should work; however, it should be noted that Keysight PXI VNA modules are specified within Keysight PXIe chassis. Since the specifications of the chassis has an effect on the performance of the module, the VNA specifications are not guaranteed within the NI chassis.
Edit: Per Dr. Joel's comment below, all RF specifications regarding the VNA are valid for any PXI chassis. In the Data Sheet (http://literature.cdn.keysight.com/litweb/pdf/M9370-90002.pdf?id=2512960), the measurements made in Table 32 "Measurement Speed" (pg. 26) were made using the Keysight M9018A Chassis and M9036A Controller. Therefore, throughput speed may be different when using a different chassis or controller.

In fact I just carefully checked the data sheet and also checked with the NPI Production test engineer who said the product is specifically designed and specified to work in any PXI compliant chassis. We tested it in several vendors and have not found any issues. The only specification (typical) is for data-throughput speed and that test is footnoted (footnote 10) to say the test is performed using the high-performance CPU M9037A (recommended but not required). All RF specifications are valid for any PXI cage (unless someone has documentation to the contrary). Note: this is different than other PXI modules; primarily because we don't rely on any inter-module communications through the chassis. It is designed as a complete, stand-alone VNA to be used an any modular application.
