I think you can not switch power Ref remotely in the 436A. Power Ref Oscillator uses both +15V and -15V and this latter one is switched. Although the power meter comes with 022 option, I always saw in any HP-IB verification program that you must set ref power on manually.
On the other hand, if you see Figure 8-21 (Overall Block Diagram) on page 8-159 of the HP 436A Operating and Service Manual (July, 1984), it shows that Option 022 apparently allows remote selecting the Ref Osc -15V Pushbutton Switch Assy...but unfortunatelly I could not find further information about.
