Thank you so much Brian! I had reboot many times and also reinstall the softeware as well, but it still doesn't work. But my laptop can detect the hardware.

Hi Jiaru,
If you are not able to get the Instrument Discovery Service to start, I would suggest looking at the Windows Event Logs to see if you can see what might be occurring when Windows tries to start it. Here are some instructions:
Instructions on how to get the Application Event Log file from the Event Viewer.
Step 1: Open Event Viewer
You may either:-
Step 2: Save Selected Events from Event Viewer
Right Click Application and select “Save All Events As…”
Please make sure to choose the (additional) languages for support analysis.
Jiaru - To diagnose this we need a little more information than is in the Application Event Viewer log. We've created a tool to gather this information, which I have linked here (https://1drv.ms/u/s!AnZIRtycJIZ5gzOeTQ5f1JpkwhQ5):

The Keysight Communications Fabric isn't started. Try upgrading it to version 2.1 and see if that fixes it. Version 2.1 is here: https://1drv.ms/u/s!AnZIRtycJIZ5gzVnTCQRNmM4NVqP
Did you recently resume from sleep or hibernate modes? If so, there are known problems with the Plug&Play operation of Windows that causes USB and LAN interfaces to quit working right. Rebooting is the easiest solution, but you can also use the advanced power options to keep the interfaces active during sleep mode (not advised for laptops that you plan to carry in luggage).
