+/- 20 degrees of error while measuring electrical phase

My company currently has eight N9912A's that we use for maintaining and troubleshooting antennas.  We have two Agilent Fieldfoxes and the rest are Keysight Branded Fieldfoxes.  My problems started with the new Keysight equipment.  When measuring performing a S21 measurement in VVM mode where the signal is coupled through an antenna, the readings on my Keysight equipment report a +/- 20 degree difference from the older Agilent models.  We have a set of known tolerances for these antennas and the readings from the Keysights fall outside this range.  Is there any settings or changes between the two models I should be aware of?
