EQUIVALENT OUTPUT SWR OF POWER SPLITTER

Being fairly new to PNAs until recently I was of the opinion that " If the input SWR and the output tracking was within tolerance the equivalent output SWR was considered good ". The E8363B is being used but 50 thru 150 Mhz and above 14Ghz appears oot on 3 shop power splitters even though they pass input SWR and tracking. Any thoughts or suggestions?
