MXA-9020A Noise figure measurements above 18GHz

I am using an MXA-9020A Analyzer to make noise figure measure and I believe that the MXA N-Type input connector on the instrument is giving me difficulty. 

My DUT has ~30db of gain and ~ 1.2-1.5dB of noise figure (I have tried adding a pre amplifier with no improvement)

I have tried using multiple KeySight calibrated 346C noise sources

I have tried multiple N-Type - SMA adapters to calibrate the noise source

My MXA-9020A is using software version A.14.10 and is configured with the following options 

N9020A-526 Frequency range, 10 Hz to 26.5 GHz 
N9020A-P26 Preamplifier, 100 kHz to 26.5 GHz 
N9069A-ITP Noise figure measurement application 
N9069A-2FP Noise figure measurement application advanced features 

I am seeing NF variations of ~20Tek between frequency points of 200 MHz 
My sweep consists of 13, 200MHz steps between 19.0-20.4GHz 

Any advise or options?
