I have been trying to send email to several people at Keysight using two different email addresses. All attempts give the same error:
----- Transcript of session follows -----... Deferred: 403 4.7.0 TLS handshake failed.
Warning: message still undelivered after 18 hours
Will keep trying until message is 5 days old
The person I really want to get hold of is :

I got two messages but I never got a reply back to begin a conversation. Is there anyone at Keysight who can look into this?
The source email addresses are
eresrch@sdf.org and eresrch@eskimo.com
I don't care which one works, but it would be nice to get some info be able to have a conversation.

Try_TLS: keysight.com NO
to their "access" file. There is some kind of STARTTLS error when my ISP tries to talk to the keysight.com domain. This is a non trivial problem, most of the posts I found on this subject have no solution. Hopefully I can find a way to get through by email because it is a lot more convienient than phone tag.
