sorry for asking this question.
In ADS LineCalc, in the electrical parameters, there is the E_eff,
after checking the help, I found it is "effective electrical length of line or coupled section (angle units)"
My understanding is:
This parameter affects only the Physical "L" parameter, if E_eff doubled say from 90 to 180, L length would also be doubled.
Is E_eff only affected by L, given the fact that substrate parameters, component parameters are kept the same.

The releationship between these two being derived from the effective dielectric constant of the material. There are many things that deternime the effective dielectric constant, say of a microstrip line, for example if you change either the height or the width of the line, therefore changing the W/H ratio, this will change the effective dielectric constant and therefore for any given physical length the E-Eff length will change but if W/H stay the same from then the conversion fro E_Eff to L with remain at the same ratio.
