Is it possible to use a 82357A USB/GPIB converter to talk with older HP instruments like a 59501B or 6623A? If this has already been posted please direct me to the appropriate link.
Thanks in advance for your help.

Yes, although the 82357A is discontinued itself and has been replaced by the 82357B :)
You would want to look for the user manuals on the instrument's product page on Agilent.com to know what commands the instrument supports. This was a pretty generic question, let us know if you have something more specific you want to know.
