coax TRL calibration

i'm making a coax TRL calibration kit. i read Agilent application note PN 8720-2 (In-fixture Microstrip Device Measurements Using TRL* Calibration) where it mentions,

* Phase of reflection coefficient must known and specified to within ± 1/4 wavelength or ± 90°.

i'm going to use zero thru meaning they male and female reference plane will touch each other to make the thru. also i will use short to make the Reflect. 

does this mean that the Reflect/ short plane has to be very close, or within 1/8 lamda distance to the reference plance that i'm going to calibrate?
