Excel Add-in for Command Expert installation failure

Installing the Command Expert (v.1.2 upd.1) under Win7 x64 with MS Excel 2010 I've got an error meassage informing that installation of the Excel add-in is failed. Then I've tried to install that add-in manually according to recommendations in this post. The second message said that it was able to install the add-in successfully. However there's no Command Expert ribbon item in Excel. That add-in appears in the Excel's add-ins list but in the inactive state and couldn't be activated.
So would anybody suggest another steps to get that addiin working?
