Using a VNA to check a power Amplifier of a Cell phone repeater

Hi, I have checked the amp. with an HP 437B power meter and have no output so I want to just to check to see if there is power coming out from a cell phone repeater it is rated at 800Mhz and should have a 26dBm output. My VNA can only take 25dBm maximun and 24VDC so I will use an attenuator but should I use a Bias T also (which I do not have). I have an (HP 85024A) (3Ghz) so can I use this active probe connected to the input of the VNA to trace the circuit signal? If so is there any other precaucions I should take?
