It looks like you are using a recent version of ADS (ADS 2011.01 or later). You do not need to use the PHD Design Kit for ADS 2009U1 or later. The PHD Design Kit is now obsolete and will not work with ADS 2011.01 or later.
ADS 2009U1 and Newer: Uses XnP components to import X-parameters
*Note*: Pre-ADS 2009U1 required PHD Design Kit, but it is no longer required in ADS 2009U1 and after....:
Starting in ADS 2009U1 the following new X-parameter features were added as standard available items that one no longer needs to install as part of PHD Design Kit:
• "Data Items" library pallette: see the new "XnP", "X2P", and "X3P"... data models which one can directly source/reference a measured NVNA X-parameter data file.
• "Simulation-X_Param" library pallette: "XP" X-parameter Extraction simulation controller and supportive Source/Load components to extract X-parameters from a equivalent circuit.
