in AM of oscilloscopes there are two parameters describing AM:
AM Depth = 90%
and
AM Rate = 10kHz
Is AM Depth the modulation index?

Scopes, in general, as a measurement instrument don't use those terms, since they don't generally directly measure either one.
Modulation Index and AM depth are one and the same. Look at this Wikipedia entry:

In the discussion about Modulation Index, they include a picture of it marked Modulation Depth. It's all the same.
AM Rate is the same as the Modulation Frequency ("signal frequency" has too many different meanings to be used in this context).
