I have two old 6038A power supplies, each with a different problem:
#1 The power supply will not turn on at all (no fan/front panel) and will blow the "F2" 1 amp fuse when switched on.
#2 The power supply will go over-range when the voltage/current is increased. In fact the current will not increase at all, it stays at 0A.
If there are easy solutions to either problem I would love to hear them. If not what are my options for service and is it even worth it?

On page 97 is the schematic for the instrument.
#1) F2 (1 amp) typically blows because S2A/S2B (red circle) are incorrectly set for the applied ac or because a short exists in the bias circuitry (blue circle).
#2) Over Range: Applied line voltage is incorrect for the S2A/S2B settings or is frequently a control circuit problem and would likely need repair at the Service Center.
