vrf Remote instrument control

I need to control two different instruments remotely.
Each of them is connected to it's own computer which runs Agilent Remote I/O server
I can configure and remotely talk to the instruments within Agilent Connection expert.
It configures two remote instruments as GPIB0::5::INSTR  and GPIB1::16::INSTR  .
Now when I go to VEE and add instruments to instrument manager naming them accordingly GPIB0::5::INSTR and GPIB1::16::INSTR  I can communicate with instrument on GPIB0 bus but not on GPIB1.

If I enable legacy hardware support I can talk to both of them with no problem using old style host ID field. I am under impression that Agilent phasing out SICL so I want to do it the VISA way.

Any idea what is wrong?
I have Iolibs 15 and VEE8
