VSA license available to multiple logins?

We've installed the 89600 VSA v12 sw on a PC workstation running WinXP-Pro, along with the license.  This PC is used by mutiple users with network logins.  It runs fine when logged-in as the user who installed the SW, who also has Admin privileges.

However, when run from a different login, it does not see the license info.  The first time it was run from a different login, it offered only a demo license.  After that, when started it would not progress beyond the inital startup window, and had to be closed (twice).  Only one user was logged in at any time.

Should the VSA SW be able to be run by any user logged on to the machine or is it limited to the account where it was originally installed?  Is there something that needs to be done to enable any user to run it?  Would it help to make the other users Admins too?
