HP 1651A Logic Analyzer

I am new to the forums.  I just purchased a HP1651A used for $25 and was wanting to play with it a bit.  Problem is, the unit appears to be in good working order and passes all post tests but does not have a boot disk.  I found the OS files and manuals on the Agilent site, but I can't find any clear directions on creating/formatting the disk.  Is this just a standard DOS format on a double sided HD disk?  Just put the files in the root directory?  Any assistance would be much appreciated.

I tried a basic floppy with just a copy of the files in the root directory but it didn't seem to think this was a bootable disk.
