vrf Constant delay

Is there a way to generate a consistent delay time in VEE? I'm trying to generate a serial message using a digital I/O card and then a TTL to serial converter. The problem is that I can't get a consistent bit time. I have it set up where I drive the digital I/O card then delay then drive then delay ect.
The reason for this is to be able to inject errors in the serial message. The baud rate has to be 9600.

Any one have any ideas?
