You can't , for all practical purposes. Add the max inputs you would be using and then just put some dummy data into the unused inputs until you have real data to use.
Being able to add inputs would change the topology of the program and like most programming environments such self-modifying code is not supported in VEE. Don't forget, even if you could add an input you'd also need to be able to hook up a line to it somehow.
