I just had a conversation with ComEd where they asked me for proof that I moved out of the East side almost two years ago:
"Sure" I said, "I've got a rental agreement on this place dated then, and I have the contract work from when I recently bought the house."
"Well, no, that won't do".
"Ok, I've got receipts from the moving company that moved all my stuff over here a year & a half ago".
"No, I don't think that would be acceptable."
"I've got all the electric bills I've paid here. And when I'm here, I'm not on the other side of the river - promise!"
"No, that only proves you've paid bills on another residence."
"Well, what kind of documentation are you looking for?"
"I don't know".

Oooh I remember this one! Delete CommandBar.config & start VEE. It'll construct a default when it starts. Might want to save the original instead of deleting it.
If it's another xml file you might want to send it through a well-formedness checker to see if there's a missing / or something silly.
