vrf matlab function

VEE comes with an OEM version of Matlab, which by itself
will execute a huge array of Matlab functions- but not everything.
If the function exists in some toolbox in Matlab that doesn't
come with this OEM version, then you can still use it from VEE,
BUT you need to install a standalone Matlab with that toolbox.

Then VEE will interface to your standalone Matlab rather
than the OEM Matlab.
