Do you mean putting an icon in system tray and have a balloon tip popping up with information?
I have used Devpower Trayicon (http://devpower.com/trayicon/home.aspx).
They have a VB sample to see if it is what you need.
It is an activeX solution, not .Net, but maybe it does what you need.
