You can use devcon to handle the USB side of things, but port assignment is handled elsewhere. I believe the stock handler just grabs the lowest available com port. With a little more work you could stop and restart the hub device which would probably be sufficient.

There's no ISAM installed for Jet that's compatible with DAO.

DAO is pretty dead. Use ADO instead. You'll still need an ISAM for Jet
though. The easiest way to get it is to install Access, but I believe you
can download these separately from Microsoft.
