I am not sure if it is really clear ...both are right ;--)

If you install the free VEE runtime ( about 90 MB) on your machine, you can run .VEE and .VXE files.

So in this case your college is right.

In case of developing, you need the VEE-development environment which is about 210 MB and a licence which you have paid for.

So you are right.

The .vee file is an ascii file which can be opened and changed under development.

The .VXE is a hidden runtime file which can not be changed or reassembled anymore.

With both techniques you can distribute your programs.
And everyone without paying for vee can use the vee programs. ( After installation of the VEE runtime ).

There is no .exe file in VEE.

No. VEE is interpreted and doesn't create any kind of executable.
